Forney P&Z Commission, City Council to consider new residential development, July 5-6

FORNEY, Texas — The Forney Planning and Zoning Commission and Forney City Council will discuss and consider, among other things, several new residential phases and developments in separate meetings on July 5 and 6, respectively.
The smallest of the residential phases to be considered for final plat approval proposes 38 lots for Eagle Ridge, Phase 3. The phase consists of 10.60 acres south of Ridge Crest Road and east of Wolf Drive and will extend Longhorn Lane from Wandering Drive to Ridge Crest Road.

Windmill Farms developers are requesting approval of preliminary plats for Phase 4A and 4B which consists of approximately 127 acres located south of Falcon Way between Irongate Boulevard and Windmill Farms Boulevard. In total, both phases proposes 432 residential lots. Additionally, the plat proposes one commercial lot and 7 common HOA lots.

A preliminary plat will also be considered for a brand new development, Forney Ranch, proposed west of Farm-to-Market (FM) 460, also known as Clements Drive, and south of Lake Ray Hubbard Drive and FM 740. The development is within the City of Forney’s extraterritorial jurisdiction and must comply with the city’s subdivision ordinances.

Forney Ranch’s preliminary plat consists of approximately 120 acres and proposes 545 residential lots and 11 open space lots. If the preliminary plat is approved, the developer must receive future approval of a final plat as well as staff approval of its building plans.

The P&Z Commission and City Council will also consider the approval of a preliminary plat, final plat, and site plan for a proposed expansion at First Baptist Church of Forney, the final plat for Whaley Drive right-of-way between Reeder Road and North Gateway Boulevard, and will hold public hearings to consider a conditional use permit for an Adult Day Care to operate at 700 West Broad Street and an amendment to the Park Trails Planned Development and concept plan to allow for the development of an amenity center on Longhorn Court.

Separately, the Forney City Council will present a proclamation for Parks and Recreation Month and for CrossFit Forney USA Weightlifting Youth National Champions. Additionally, the council will receive an update on the Trinity Street Project and a proposed College Avenue fence replacement project, and will consider an amendment to the wholesale water contract with Talty Special Utility District to allow for the sale of an additional 1.44 million per day.

The council will discuss and consider a motion to reconsider and receive public comment on the maintenance and service agreement between the Markout WSC and the City of Forney which was recently canceled.

Also, the council will consider a development agreement with The Villages of Fox Hollow for continued development and the possibility of removing the Capital Public Improvement District tax for the new phases of the development.

“This item has been brought before the previous City Council several times and there has been a general agreement that if this PID could be eliminated, the City would consider a Development Agreement that could restore funding for the tax dollars given up by Fox Hollow,” according to the agenda item.

The P&Z Commission meeting will be held on Wednesday, July 5, 2017, at City Hall at 6:30 p.m. The City Council meeting will be held at the same place on Thursday, July 6, 2017, also at 6:30 p.m.
